In VolunteerMatters there are the following default status types:
- Active
- Banned
- Exit
- Felony Hold
- Hold
Each status in the system also has an underlying "Standing" type. This standing type is what determines if the volunteer falls into a non-active contact. In the default setup here are the standings for each default status:

So of those 4 different standings, only the “Active” standing statuses will be considered "Active".

The standing will effect whether or not the volunteer is able to be included in communications, the ability to be assigned to needs, and sign themselves up for project needs.
For Banned and Exit standings, the volunteer is considered truly non-active so they will not be able to be added to communications or assigned to needs by administrator or organizers. Nor will they be able to sign themselves up for project needs. If the volunteer's contact status is changed back to "Active" they will be able to proceed as an "Active" volunteer. These statuses are only added to a contact manually by an administrator. Banned goes even further where the volunteer can not even log into the system at all.
NOTE: THE PROJECT INVITATION TOOL WILL CHECK ANY MANUALLY ENTERED EMAILS AGAINST CONTACTS WHO ARE IN AN EXIT OR BANNED STANDING OR HAVE OPTED OUT OF EMAIL AND REMOVE THEM AS RECIPIENTS.
For Hold standings, the volunteer is not considered truly non-active yet, so they will be able to be added to communications by administrator or organizers. But they will still NOT be able to be assigned to needs. Nor will they be able to sign themselves up for project needs. The Hold status is only added to a contact manually by an administrator.
Unlike the Hold, Banned, and Exit statuses, the "Felony Hold" status is generated automatically when the volunteer selects “Yes” on the “Felony Conviction” field on their application. This status and its result from an application is intended as a flag for admins to review that field when someone answers yes in case someone is performing a job that doesn’t require a background check.
Note: The “Felony Conviction” field may not be on your application or may have been renamed to something like "Criminal Offense", etc.. On the default application it is labeled “Felony Conviction”. If you have questions on your application and if you have a similar field please contact support.
Because the intention always was to move a volunteer off of a "hold" standing if the felony conviction they self-reported would not prevent them from volunteering. There is already a flag on the contact for how they answered that felony conviction question on their application. The status was not meant to stay forever. To move those volunteers off their "hold" standing statuses, all you need to do is edit their contact record and change the status field to either “Active”, “Exit”, or “Banned”.
A non-active standing will show to the volunteer as follows when they attempt to sign up for a project need:

An Exit or Banned standing will currently allow the administrator/organizer to those with an Exit or Banned status to the email recipient list but will not email them. It will show to the administrator/organizer when they attempt to email a contact with an Exit or Banned status as follows:

If this functionality is not something you wish to utilize there are a couple options available to you:

We can change the underlying "Standing" for any your current statuses. So we can make the "Felony Hold" and "Hold" statuses use the "Active" standing so you would be able to add them to assignments as well as email. But we would recommend using the hold statuses for their real intention and as a temporary status designation.

We can remove the automatic "Felony Hold" status option for those answering "Yes" to the Felony Conviction question on the registration form. So people would only be put into that status manually for a reason, like "Hold". "Exit", and "Banned" statuses. Then in those statuses, volunteers would be treated as the functionality above is explained.
